Who is changing the rules, and why?

Maybe we would not be having a citywide vote on neighborhood zoning if exemptions were not so easily granted.

Playing by the rules, thousands of homeowners have invested blood, sweat, and tears in building their lives and dwellings in low-density zones.

Today it is Galloway. Last April it was a Reed Cottages Cluster high-density designation that was granted. Amid a low-density zone, the rules were trashed to accommodate 22 dwellings (11 duplexes) on an approximately 4-acre lot.

Homeowner investments might be a little more secure if the Planning and Zoning Commission held a harder line on changing the rules.

The word development is not always synonymous with improvement.
