Missouri Gov. Mike Parson announced judicial appointments to the Missouri Court of Appeals, Southern District, and the 17th, 31st, 33rd, and 37th Judicial Circuits on Friday, March 15.

Of those, Greene County Assistant Prosecuting Attorney Philip M. Fuhrman was appointed as associate circuit judge for the 31st Judicial Circuit, which is Greene County.

Fuhrman holds a Bachelor of Science in political science from William Jewell College and a Juris Doctor from the University of Missouri–Kansas City. He has been with the Greene County Prosecutor’s Office since August of 2009.

Fuhrman will fill the vacancy created by the appointment of Nathan R. Taylor as Circuit Judge. Taylor was appointed as an associate circuit judge for the 31st Judicial Circuit in August of 2023, but was promoted to circuit judge just a few months later.

According to a news release from Parson's office, the governor also appointed Judge Matthew P. Hamner of Osage Beach to the Missouri Court of Appeals, Southern District.

Judge Hamner currently serves as a circuit judge for the 26th Judicial Circuit. He holds a Bachelor of Arts in communication and a Juris Doctor from the University of Missouri–Columbia. He will fill the vacancy created by the appointment of Judge Ginger K. Gooch to the Missouri Supreme Court.

Alyssa M. Mayer of Raymore was appointed as associate circuit judge for Cass County in the 17th Judicial Circuit. Mayer is an assistant prosecuting attorney in Cass County. She will fill the vacancy created by the death of Judge Jeffrey L. Cox.

Judge Robert Z. Horack of Benton was appointed as circuit judge for the 33rd Judicial Circuit. Judge Horack serves as an associate circuit judge for Scott County in the 33rd Judicial Circuit. He will fill the vacancy created by the retirement of Judge David A. Dolan.

Melissa L. Stewart of West Plains was appointed as associate circuit judge for Howell County in the 37th Judicial Circuit. Stewart is currently owner of the Law Office of Melissa L. Stewart. She will fill the vacancy created by the retirement of Judge Donna K. Anthony.
